Uzbekistan Film Rebate: What Producers Should Actually Budget

The honest rebate answer starts with verification, not with a headline percentage.

The reimbursement procedure was introduced by a Cabinet of Ministers resolution of 8 July 2026 and has been in force since 9 July 2026; the framework came from a Presidential resolution of 19 November 2025. Instead of the previous fixed 20% figure, the scheme sets a 10% to 25% scale depending on confirmed in-country spend.

In practice, producers should not put that amount into the base financing plan unless the project has written confirmation of the current rules, eligible spend, application route, audit procedure, payment timeline and responsible authority. Until then, the safe budget assumption is zero guaranteed rebate.

How much can a production formally get back in Uzbekistan?

10-25% of confirmed in-country spend has been publicly announced under the July 2026 update. The described scale is: up to 3 billion UZS — 10%, from 3 to 5 billion UZS — 15%, from 5 to 10 billion UZS — 20%, and above 10 billion UZS — 25%. Dollar equivalents move with exchange rates, so sums in UZS should be treated as primary and USD only as a rough reference.

What is the stated cap per project?

4 billion UZS per project is the publicly stated reimbursement cap. This matters because many older competitor pages still say only “20% rebate” without a cap or tiered scale. The cap does not make payment guaranteed: it only limits the maximum if the project meets the rules, the documents are accepted, the expenses are recognised as eligible and the mechanism actually pays.

Is there a working film rebate in Uzbekistan?

0% should be budgeted as guaranteed rebate unless the production has signed written confirmation for the specific project. The programme is formally described, but based on practical market reality it should not be treated as a reliable production incentive. It should not be sold to investors, broadcasters or clients as a discount that will definitely return after the shoot.

Why is the phrase “20% rebate” outdated?

20% was the older fixed logic from the 2020 scheme, while the July 2026 update publicly describes a 10%, 15%, 20% and 25% scale. A page or pitch deck that simply says “20% rebate” is now imprecise. A more accurate wording is: “a formally announced scale up to 25%; practical payment must be confirmed separately and is not included in the base budget without a written decision.”

Who can apply?

An accredited local partner is required: a foreign company should not expect to receive the rebate directly without a local structure. Public materials describe a requirement to partner with a local production company with a business sustainability rating of at least “B”. This must be checked before contracting because the applicant affects invoices, tax, primary documents, audit and the right to file.

Which expenses may qualify?

Only goods and services purchased directly from Uzbek tax residents are described as the basis for reimbursement. This immediately excludes a large part of many international budgets from automatic inclusion: foreign crew fees, overseas flights, foreign post-production, imported equipment and non-resident services should not be assumed eligible. 2.39-Bayram camera and lens costs should be confirmed separately if contracts and payments are routed through a local structure.

When are documents filed?

60 days from completion of filming is the publicly stated filing deadline. The package is described as including contracts, electronic invoices, receipts and payment confirmations. For a producer this means accounting must be clean from day one, not assembled at wrap: if a supplier cannot issue the required document or payment is made through the wrong route, the cost may fall out of the calculation.

What is the Film in Uzbekistan platform?

Before 1 November 2026 is the announced launch window for the Film in Uzbekistan application platform, but the wording should stay cautious. Until the platform is verified as a working submission tool, it is not accurate to say that applications are filed online and payment is guaranteed. The correct position is: launch has been announced, while practical submission and processing must be checked for the project date.

Can the rebate be mentioned in a pitch deck?

One cautious line is acceptable if it is not counted as confirmed financing. A safe wording is: “Uzbekistan has announced rebate-style support; availability and payment mechanism must be confirmed before budgeting.” This avoids misleading partners and prevents the local production service company from being expected to deliver state money that has not been contractually confirmed.

How should we answer a client honestly?

The honest sentence is: “Uzbekistan has publicly announced rebate-style support, but we do not treat it as guaranteed and do not include it in the base budget without written confirmation.” That is stronger than promising an attractive discount and later explaining why it did not arrive. High-level producers value local partners who name limits clearly.

What makes Uzbekistan financially attractive without it?

3 real advantages matter more than a paper rebate: compact geography, a wide range of locations and the ability to assemble production service, lighting, caravan, transport and post-production locally. Proper prep creates savings through fewer moves, a reliable local crew, sensible scheduling and fewer dead hours, not through an uncertain reimbursement.

Open questions before production

These points must be confirmed for the specific project and dates, especially if the shoot involves state locations, drones, imported equipment or a large crew.
